Attention: Prospective Bidders
Subject: Facilities Maintenance and Operations (M&O) Support Services competition
JPL has entered a communications blackout period for discussions/meetings between Industry
and JPL technical personnel that include the subjects of this competition.
The scope of work includes complete maintenance, operations, repair of facilities and equipment, grounds
maintenance, and disaster response at the Jet Propulsion Laboratory main facility.
Specifically, M&O Services will include, but not be limited to a combination of:
painting; grounds maintenance; landscaping; tree trimming; elevator inspection and maintenance service;
roofing repair; plumbing and pipefitting maintenance; electrical including high/low voltage systems and utility
service; paved and concrete surfaces and road maintenance; all mechanical, operations, maintenance and repair
of building systems; heating/ventilating/air conditioning (HVAC); and rental of facilities maintenance
equipment as required. Also included will be: maintenance of water distribution system; maintenance of
Computerized Maintenance Management System (CMMS); energy planning, energy analysis and energy audit
services.
An RFI was issued January 2016 through FedBizOpps and the JPL Opportunities website.
Industry will have an opportunity to review a draft RFP and to attend a Site Visit at JPL.
The tentative schedule for the procurement follows:
June 2017: Draft RFP
July 2017: Site Visit
August 2017: RFP Issued
Jan 2018: RFP Phase 2 Issued
Jun 2018: Source Selection
Sep 2018: New Subcontract Start
