The Arkansas Department
of
Environmental Quality (ADEQ)
Regulated Waste Programs staff and reviewed the 2015 Annual Engineering
Inspection Report (AEIR) for the Union County Recycling and Disposal Facility 1
Landfill. Regulated Waste Programs has updated the with infonnation contained in
the 2015 AEIR. This acknowledgement in no way authorizes a change to the facility's permit
and does not represent an approval
of
any changes to the facility detailed within the 2015 AEIR.
The updated cost estimate provided for closure cost
is
$3,909,426.00. The updated cost estimate
provided for post-closure care
is
$2,166,587.00. An 80% reduction in financial assurance for
post-closure care
is
available to facilities that contribute to post-closure trust fund

of
Arkansas, Inc.
is
required to
provide to Susan Speake, ADEQ Regulated Waste Programs Branch the updated
financial assurance to cover the amounts noted within this letter no than
30 calendar days
of
receiving this correspondence.
The Receipt Acknowledgement 2014 AEIR (Document

67437), ADEQ indicated the
following concern:
"There is a noted concern after review
of
this year's AEIR.
The
AEIR indicates that your
facility's LiqUid Waste Management Plan was developed
in

2011, SWMD issued draft
liquid management concerns/or all facilities
and
initiated a stakeholder process. This
concluded with a list
of
Department recommended upgrades
to
these older liquid waste plans in
order to meet regulations currently in place. Facilitiesfollowed through with this process by
submittal
of
revised plans through minor modification permitting procedures.
It
is noted that the
Union County Recycling
and
Disposal Facility Class 1 Landfill has not upgraded the liqUid
waste management plans
on
file for the facility.
To
ensure that regulations affecting your
operation are currently being met, SWMD you
to
examine you current approved plans
and
submit updates as necessary".
